Part 1. Review of Economic and Social Development of Jing¡¯an District in 2007

Guided by the ¡°scientific development concept¡± and based on the ¡°four key things¡± in terms of the construction of Shanghai, the whole district strengthened the implementation in 2007 of ¡°four priorities¡±, the ¡°high level of starting point, extroverted, international¡± development plan and the ¡°two high¡± strategies. Our aim was to make Jing¡¯an District an international and modern city district in a steady way. As a result, economic and social development enjoyed a healthy and rapid growth and all key indexes were expected to reach the goals set at the beginning of the year.

The added value gained in 2007 was 11.239 billion RMB, increasing by 12.02%; Revenue at district level 4.068 billion RMB, increasing by 17.5%; Retail sales of social consumer goods 17.341 billion RMB, increasing by 13.1%; Export value from customs 364 million US dollars, increasing by 16.43%(the original approach); Realised direct foreign investment 292 million US dollars, increasing by 16.8%; Investment in total social fixed assets 6.309 billion RMB, increasing by 8.43%; Investment in science and technology accounted for 3.02% of the total financial expenses; 29185 new jobs were created and registered unemployed population was 6924.

1.The development of modern service industry was accelerating and professional service industry was growing rapidly. In addition, the steady growth of commercial circulation industry brought about the steady growth of economic aggregate as well as financial revenue at district level.

Since the implementation of its outlines and plans in 2003, modern service industry reached its goal of leaping development. The main sources of economic growth in 2007 were professional service industry and commercial circulation industry. Since the fifth five-year planning period, professional service industry had not only maintained a rapid growth momentum but also accelerated its development. Tax revenue from local service industry increased by 52.01% from a year ago, accounting for 33.23% of the total taxation at district level(7.38% higher than last year).The growth of legal service industry and financial industry was two highlights of the development of professional service industry in 2007.

2.Set a clear goal and combined business with commerce; Five big shopping malls on Nanjing Road of Jing¡¯an District stimulated a steady growth of retail sales of consumer goods in the area.

As the goal for developing West Nanjing Road of Jing¡¯an District was getting clear that ¡°We will establish a centre of international shopping malls, fashion culture and office buildings¡±, five shopping malls(Mei, Tai, Heng, Jiu, Jin) had become the main force to stimulate consumption in the area in recent years. During the period from 2005 to 2007, these five shopping malls accounted for increasing proportion year by year in terms of the contribution of consumer goods with an accelerating growth momentum. In addition, as for the growth amount of retail sales, 1.153 billion RMB out of 2.01 billion RMB came from these five shopping malls, accounting for 57% of the total amount.

3.Gradual implementation of key projects and rebuilding of old areas and proper growth in fixed assets investment.

Total fixed assets investment was 6.309 billion RMB in 2007, with a growth rate of 8.43% from the year earlier. Guided by the state¡¯s micro-control policy, the district maintained a proper growth momentum in terms of fixed assets investment and gradually optimized its structure. Among the total investment amount of 6.309 billion RMB, there were 6.045 billion RMB for property development with a growth rate of 15.63%. Among it, investment in the construction of office buildings for commercial use accounted for 53.68%, or 3.245 billion RMB and investment in the construction of buildings for accommodation accounted for 46.32%, or 2.8 billion RMB.

4.Optimization of export structure and acceleration of the introduction of foreign-funded projects for professional service industry.

Due to the guidance of the state¡¯s policies and the adjustment of regional industry structure, the structure of exported products of the district had been gradually optimized. The proportion of export for processing trade went down and that of high value-added products grew by a huge amount. As for the introduction of foreign capital, the year 2007 saw a big increase in the number of foreign-funded enterprise projects for professional service industry. There were altogether 266 contracted projects with foreign direct investment. Among them, 142 projects were for professional service industry, accounting for 53.4%, 2.09 times higher than a year earlier.

5.Invested more in science and technology, supported and encourage innovation, and created an atmosphere of independent innovation.

The year 2007 was the first year to carry out the ¡°Outlines for Strengthening Innovation Capability of Science and Technology in Jing¡¯an District¡±. This year, according to the principle of collecting, nurturing and applying, we invested more in independent innovation. The aim of the arrangement of the special fund for the development of science and technology was to provide strong support for projects applying results of high and new technology, construction of public service platform, projects for brands with independent innovation, innovative industry development, nurturing of innovative talents, etc. At the same time, we coordinated different innovative work, optimized policy environment, accelerated the construction of innovative service system and nurturing bases for innovative talents to continue promoting the innovative environment and awareness of the whole district and to create a healthy environment for scientific and technological innovation.

6.Promoted the level of management for energy-saving and encouraged changes in the mode of economic development

According to statistics provided by Shanghai Statistics Bureau in August of 2007, energy consumption per 10 thousand RMB added value was 0.211 t standard coal in the district in 2006, lowest among 19 districts and counties of Shanghai, decreasing by 3.33 from a year earlier. We established a leadership team for energy-saving in 2007 and worked out plans to promote all kinds of relative work. On the basis of features of downtown area, we focused on energy-saving for buildings. We tried to promote contracted energy management, build environmentally friendly hotels, reconstructed buildings into energy-saving ones and at the same time implement energy-saving management of office buildings for government institutions to raise the level of management for energy-saving and encourage changes in the mode of economic development.

7.Promoted employment rate through practical projects of the government, increased unexpectedly large number of jobs, effectively controlled the number of unemployed people.

 In 2007, the district government set the goal of ¡°increasing 19100 new jobs and controlling the registered number of unemployed people within 7160¡± for practical projects. All relative departments and street communities of the district provided assistance for poor people as well as families with no employed member. We also promoted employment rate for young people, strengthened the construction and management of industrial parks in operation and promoted employment through all kinds of channels.

 

Part Two. Goals for the Year 2008 of the District

We will comprehensively boost the construction of Jing¡¯an District in 2008 according to the ¡°high level of starting point, extroverted and international¡± development plans. Economic and social development of the district will face a new challenge and enter a new phase of development, so a good start will be of great significance. Here are the main goals of economic and social development of Jing¡¯an district in 2008: Added value should grow 12%; Revenue 12%; Retail sales of consumer goods 10%; Export value from customs 8%(new approach); Foreign capital arriving should be 300 million US dollars; Total fixed assets investment 6.8 billion RMB; Investment in science and technology should account for 3.5% of the financial expenses of the district. Energy consumption per 10 thousand RMB should remain the lowest in Shanghai. 20000 new jobs should be created and registered number of unemployed people should be controlled within 7000.
