In the ¡°11th Five-year Period¡±, we should continue improving and upgrading the industrial structure, raise the energy level, expand the scale, enhance the comprehensive competitive power and realize the annual increase of 10~12% in the added value and financial revenue of the district; we should accelerate the construction of the clusters of modern service industry, improve the functional layout, achieve the total capacity of business and office buildings of 4 million m2, lead the city in terms of the concentration of international brands, and raise the proportion of the added value of modern service industry to over 90%; we should step up the development of education, culture, sanitation, sports and other social undertakings, improve the social security system, create 100,000 new jobs, keep the number of registered unemployed people below the yearly control line, and significantly improve people¡¯s living standards; we should upgrade the urban infrastructure, improve the housing and transportation conditions to a great extent, come up to the standards for the indicators of environmental protection, and reduce the energy consumption per unit of added value to the lowest in Shanghai; And we should steadily improve the public security situation, make new achievements in the development of democracy, legal system and spiritual civilization, and make new breakthroughs in building a harmonious society. Centering on the aforesaid general objectives, we should continue to carry out the strategy of "high technology & high added value", and fulfill all the 61 indicators and tasks in 3 categories as set in the new round of strategic objectives of "high technology & high added value". We need to change our way of thinking about development, create a new pattern of growth, and improve the quality of development. In the ¡°11th Five-year Period¡±, the basic construction on the section of Nanjing Road in Jing¡¯an District will be finished, the international business and office function will take shape, and the ¡°one axis and two wings¡± framework will come into being. By 2010 Jing¡¯an District will form four functional images. The first is a landmark area of Shanghai international shopping center. With the section of Nanjing Road in Jing¡¯an District as the main body, we will form an international business area that has complete supporting facilities, harmonious style and features and well-developed functions and is integrated with business, sightseeing, shopping, catering, entertainment and leisure, build the specialized and special-feature streets that combine commerce, tourism and culture and fit the surrounding buildings and environment, vigorously expand the scale effect of the design, marketing, exhibition and release of clothing of famous brands, raise the levels of business model, brands, market environment, internationalization and customized services, create new demand, guide consumption, innovatively expand the wholesale industry and make Jing¡¯an District a gathering place for popular international brands and new types of services. The second is a key area of international professional service industry in Shanghai. We will quicken the development of the modern service industry that has the building economy as the main part, make an overall plan for the layout of office buildings, shopping malls, hotels, parking lots, cultural and entertainment facilities and apartment buildings according to the internationally accepted HOPSCA principle, build a highly efficient and open market environment, foster the industrial functions with special characteristics, form a Mecca for such international services industries as advertising, accounting, design, lawyer, investment consulting and information service, and highlight the leading position and important role of the advantage industries of Jing¡¯an District in the cluster of modern service industry of Shanghai. The third is a mainstream area of Shanghai international culture and fashion center. We will make full use of the rich contents of the Shanghai-style urban culture, the diversified business models, the large exhibition facilities and the urban tourist resources, strive to build the cultural, leisure-time and entertainment living space of Jing¡¯an culture, create an elegant, civilized and hospitable cultural environment, establish a rich, fashionable and distinguishing cultural image, and build a superb cultural environment for living and starting businesses of both Chinese people and foreigners. We should bring into full play the advantages of Jing¡¯an District, strive to form the big cultural markets of such industries as film, broadcasting, newspaper, opera, entertainment, sports, tourism and advertising, enhance the domestic and international cultural exchange, and make Jing¡¯an District a pioneer in fashion, vogue and cultural consumption. The fourth is a modern urban residential area. We will take advantage of the superb business environment, well-developed supporting facilities, and community management and services, accommodate and absorb people of different cultural backgrounds, promote the integration and mutual development of foreign and local, modern and traditional cultures, forge a human-centered living space with affinity and a noble humanistic spiritual environment, increase the vitality of the urban areas, add to the charm of urban life, and bring into shape an urban residential area with composite functions, diversified life styles and exquisite environment. |
